Port Arthur, 56,039 people at the 2020 census, has the hardest storm numbers on this site. The Port Arthur tower recorded a 112-knot gust in Rita; the NWS Lake Charles record puts Ike's peak storm tide here at 11.93 feet and at Sabine Pass at 14.24 feet; Harvey dropped 26 inches in a single day at the airport, by the Wikipedia entry for the city. Roofs here have been replaced by weather, and the county's windstorm certificate rule applies to every one of them.
Port Arthur was founded in 1895 and grew with the refineries; Motiva's is among the largest in the country. The housing that came with it is single-story frame on piers across much of the older city, a large rental share, and roof after roof of three-tab or budget architectural shingle put on quickly after one storm and tested by the next. On the siding side, wood gave way to vinyl street by street after Rita, and the vinyl page says why that was a reasonable choice and where its limits are.
The seawall matters: it kept Ike's surge out of most of the city, by that same entry, so on the Port Arthur side Ike was a wind story. On the Sabine Pass side it was water.
