Groves, 17,335 people at the 2020 census, started as a 385-acre pecan orchard planted in 1919, became a subdivision called Pecan Grove, and voted to incorporate in 1952. Port Arthur borders it on three sides. The houses are mostly single-story, mostly from the 1950s through the 1970s, and mostly on the same composition roofs and re-sided walls as the rest of Mid-County. Every one of them is in Jefferson County and under the windstorm rule.
Single-story frame or brick on a small lot with pecan trees the orchard left behind. Roofs are simple gables and hips, which is good news for wind; the porch and carport roofs added in the 1960s are where the leaks are, and the leak page is written for them. Siding has gone from wood to vinyl on a great many streets since Rita, and the vinyl page treats that as the sensible choice it was, limits included. Pecan limbs come down in every storm; a limb through a roof is decking work before it is shingle work.
Jefferson County is a TWIA first-tier county inside TDI's catastrophe area. A re-roof or a significant roof repair in Groves is built to TDI's adopted windstorm specifications and inspected by a TDI-appointed inspector or a Texas-licensed engineer; TDI issues the WPI-8. A whole-house re-side is on the same list. The contractor builds to the specification and does not certify anything. City of Groves permit rules were not researched for this page and are not quoted.
